The Tigard Town Center Development Agency is currently undertaking a project to evaluate the future of the City Center TIF District as it approaches the final years of the Plan’s duration.

The City Center TIF District (Urban Renewal) Plan was authorized by Tigard voters, as required by the City Charter, in 2006. The maximum indebtedness was set at $22 million. The 20-year plan includes 36 named projects. Slow but steady progress has been made.

The City Center Futures projects consists of three overlapping tasks:

City Center TIF District Analysis
Evaluate the size and scope of the City Center TIF District and determine whether tax increment resources in the district are sufficient to meet council objectives and prepare recommendations regarding the district’s possible continuation.

Redevelopment Action Plan

This action plan will create an inventory of sites with high potential for transit-oriented housing redevelopment; work with property owners to determine interest in redevelopment; and complete up to three Development Opportunity Studies with architectural concepts and market feasibility.

Update Downtown Vision
The city commissioned an illustrated Downtown Vision in 2009. The city wants a new Downtown Vision to graphically communicate how TIF investments (directed by the Redevelopment Action Plan) could guide redevelopment patterns over the next 10-25 years. This vision will be used to communicate with stakeholders.

  • The Tigard Town Center Development Agency is currently undertaking a project to evaluate the future of the City Center TIF District as it approaches the final years of the Plan’s duration.  Part of this effort is a refresh of the Tigard Downtown Future Vision completed in 2009.  Since the vision was completed, much progress has been made in the district, while some planned projects still remain.  As the district looks forward to the next 20 years, the Vision will be updated to reflect what remains to be accomplished and major new changes on the horizon, such as the SW Corridor light rail station, and planning for the City’s future facility needs.
