    The American Rescue Plan Act’s Small Business Assistance and Support

    The American Rescue Plan Act provides additional relief for the nation’s small businesses and hard-hit industries for programs the Small Business Administration (SBA) is currently administering and adds new efforts, including:

    • $7.25 billion additional for the Paycheck Protection Program, including to expand eligibility to additional nonprofits and digital news services
    • Additional funds are allocated for the Shuttered Venue Operators Grant program, and now allows businesses to apply for both a PPP loan after Dec. 27, 2020, and the SVOG
    • $15 billion additional for Targeted Economic Injury Disaster Loan Advance (EIDL) payments, including NEW $5 billion for Supplemental Targeted EIDL Advance payments for those hardest hit
    • NEW: $28.6 billion for the Restaurant Revitalization Fund for industry-focused grants.
    • NEW: $100 million to establish a Community Navigator pilot program; grants will go to eligible organizations supporting efforts to improve access to COVID–19 pandemic assistance programs and resources.

    In April 2020, the City of Tigard introduced Tigard CARES (Commercial Assistance & Relief for Economic Stability), an emergency assistance program to help businesses impacted by COVID-19. In collaboration with community development financial institution (CDFI) partners Micro Enterprise Services of Oregon (MESO) and Craft3, Tigard CARES has leveraged local, state, and federal funding for business assistance in the form of grants and loans.

    Washington County Program

    Washington County is making available to Washington County businesses limited quantities of the Personal Protective Equipment (PPE) you need to reopen and recover. This program is part of Washington County’s Small Business Emergency Assistance (SBEA) program.

    State of Oregon Program

    Governor Brown has announced a new program to provide masks and gloves to small businesses and child care providers in the midst of the COVID-19 pandemic. The Governor, in partnership with the Oregon Legislature’s Emergency Board, allocated $10 million from the federal CARES Act funding for the purchase of protective supplies. The state of Oregon is fulfilling orders at no charge until resources are depleted.

    The Tigard AID Program provides relief from city utility fees and charges during the COVID-19 Pandemic. Tigard City Council recently approved $2.2 million in customer assistance as part of the Tigard AID Program, including:

    • Commercial & residential utility billing credits
    • Deferral of alarm permit fees
    • Suspending water shutoffs for nonpayment
    • Delaying utility bill rate increases

    Temporary Outdoor Business Activities Program

    To support local businesses during the ongoing public health emergency related to COVID-19, the City of Tigard is implementing a program to temporarily relax some rules related to outdoor business activities in commercial zones. There are two components to this program.

    • Expansion of business activities onto outdoor private property does not require a permit, but does require that certain standards are met.
    • Expansion of business activities into the public right-of-way, such as sidewalks and plazas requires a temporary permit. The application for that permit.

    Business across Tigard are preparing to reopen. Some already have, based on guidance from the State of Oregon. Starting next week, look for Reopen Ready posters in shop windows. Businesses displaying the poster have committed to federal, state and industry guidelines for creating a safe space for customers.     ReOpen Ready Webinar Series

    The ReOpen Ready webinar series guides business owners through the critical steps and best practices they should consider as they prepare to reopen. The City of Tigard in partnership with the Tigard Chamber of Commerce and professionals from Washington County conducted four webinars focused on helping business owners create and maintain a safe and healthy environment for their customers and employees. Each webinar highlighted actions, guidelines and best practices for a different business sector.

    Several businesses that participated in the live webinars via zoom decided to use the recorded video as training for their employees when they return to work. Each of the links below connects directly to the webinar recorded for that business sector.

    Recovery Ready: Planning to Reopen Your Business

    • Workplace COVID-19 Prevention & Response Toolkit (En español) - With more Oregon workplaces experiencing COVID-19 outbreaks, Washington County has created a downloadable toolkit in English and Spanish to help businesses address and prevent these outbreaks. The toolkit contains information about providing mandatory sick leave for employees who test positive, protecting employees from discrimination or retaliation, common symptoms of COVID-19, guidelines about when an employee can return to work, and an extensive checklist for employers to make sure they are reducing the chance of transmission.

    • CDC Reopening Guidance for Cleaning and Disinfecting Businesses - Reducing the risk of exposure to COVID-19 by cleaning and disinfection is an important part of reopening your business that will require careful planning. This site provides a general framework for cleaning and disinfection practices.
    • CDC Communications Toolkit - This toolkit provides an array of public health messaging for migrants, refugees, and other limited-English-proficient populations, including current messaging and guidelines, information in plain language available for downloading and sharing, and translated materials to help communities disseminate messages to a wider audience.

    Small Business Administration / CARES Act

    • Paycheck Protection Program - An SBA loan that helps businesses keep their workforce employed during the Coronavirus (COVID-19) crisis.
    • EIDL Advance Loan - Designed to provide economic relief to businesses that are currently experiencing a temporary loss of revenue. At this time, only agricultural business applications will be accepted due to limitations in funding availability and the unprecedented submission of applications already received.
    • Express Bridge Loans - Enables small businesses who currently have a business relationship with an SBA Express Lender to access up to $25,000 quickly.
    • Debt Relief - The SBA is providing a financial reprieve to small businesses during the COVID-19 pandemic.

    Oregon Employment Department

    • Pandemic Unemployment Assistance (PUA) - Provides unemployment benefits to workers not eligible for regular unemployment insurance benefits, including people who are self-employed, independent contractors.
    • Work Share - Provides Oregon businesses an alternative to layoffs. This newly streamlined program allows employers to leverage unemployment insurance (UI) to subsidize a portion of lost wages for employers whose work time is reduced due to market downturns or other business stressors.

    • Small Business Navigator - Information to assist Oregon small business owners, employees, and others dealing with the impacts of COVID-19.
    • Supply Connector - Helps connect businesses and communities with Personal Protective Equipment (PPE) manufacturers and suppliers to fight the spread of COVID-19 and keep employees safe. This tool provides a searchable database of businesses we have identified that can help provide PPE.
