Downtown Parking Survey

The City of Tigard is developing a parking management pilot program that will include enforcement of timed street parking.  Timed parking enforcement is the primary tool that will encourage visitors to turn over prime parking spaces and allow for more visitors overall to enjoy our restaurants, shops, and downtown services. Although this will be implemented in phases with several months of ‘warning only’, we understand this may be an impactful change to many in the downtown district.  

In order to lessen the impact to businesses, the city would also implement a  pilot program for limited parking passes for employees.  The total passes available for issue will remain limited in order to maintain the prime street parking for customers. Up to five different license plates can be associated with each pass, but only one can be using each pass at a time.  Any additional license plates on that pass will be considered for time limits.

With equity as our focus, we anticipate a two-tiered system that will prioritize those businesses with the most need (no off-street parking available) as Tier 1 and then make the remaining passes available on a first come first basis for Tier 2 (a lottery system may be used in  the initial selection depending the number of requests).  

Eligibility criteria for application for parking pass program:

Tier 1

• Employee of a Business located in the downtown area.
• No off-street parking through ownership, lease, or use agreement associated with your building.  (Please note, this does not consider the size or number of your off-street parking availability, simply a yes or no to having a lot available to your building.)
• Each permit is $42.00 monthly (as set in FY24-25 Fees and Charges Schedule)
• Limit to 2 permits per eligible business
• Not for resale

Tier 2

• Employee of a Business located in the downtown area
• Each permit is $42.00 monthly
• Not for resale
