Project Overview

This project constructs or improves four segments of the Fanno Creek Trail: Segment 1 (new) – Woodard Park to Grant Avenue; Segment 2 (improvement) Ash Avenue to Hall Boulevard; Segment 3 (new) Tigard Library to Milton Court; Segment 4 (new) – 85th Avenue (south of Durham Road) to the Ki-A-Kuts Bridge.

The project includes both on-grade (paved with asphalt) portions as well as portions elevated on boardwalks and bridges, and will add numerous trailheads and rest areas.

Due to a portion of the project's funding being federal funds, the Oregon Department of Transportation (ODOT) is required to administer the construction contract for the project. The City of Tigard has been and will continue to be heavily involved throughout the duration of the project.

Project Updates:

  • Construction is underway at the Woodard and Tigard Public Library segments.
  • Construction has started on the Durham segment of the Fanno Creek Trail Connections Project, extending from the southern end of SW 85th Avenue to the Ki-a-Kuts Bridge near Durham City Park and Tualatin Community Park.
  • Construction of the City Hall segment is anticipated to begin in summer 2024.

Project Notice:

Trail Access at Cook Park - 85th Avenue Trail Access

Construction has started on the Durham segment of the Fanno Creek Trail Connections Project, extending from the southern end of SW 85th Avenue to the Ki-a-Kuts Bridge near Durham City Park and Tualatin Community Park. There will be increased traffic on SW 85th Avenue between the cul-de-sac and the gate by the RV dump station due to construction vehicles and equipment. The trail to Cook Park will remain open for cyclists and pedestrians during this time. Flaggers will be on hand to assist with guiding cyclists and pedestrians thru the work area when construction equipment is using the trail access. We ask that community members please be vigilant when near the construction area.

Wildlife Biologists Monitoring

Beginning March 1st, wildlife biologists will monitor project areas yet to have trees or vegetation removed for bird nesting activity. The purpose of their work is to reduce the likelihood of conflict between nesting birds and construction activity during the bird nesting season. One such way of working to reduce conflicts is deterrence, which may include removing old nests early in the season, monitoring to detect and remove new nests as they’re being built but before eggs are laid, transferring chicks to rehab facilities if available/feasible, and blocking tree cavities to prevent cavity nesting species from nesting.

Woodard Segment
Beginning at the east side of Woodard Park, south of SW Karol Court, a new rest area will be constructed where the new trail segment will start heading east toward Grant Avenue. Where “on-grade”, the trail will be paved 12’ wide with asphalt and have 2’ wide graveled shoulders. From just west of Fanno Creek all the way east to Grant Avenue the trail will be elevated on a combination of boardwalks and a bridge over Fanno Creek. The boardwalks and bridge will be supported by steel pile foundations, have a concrete trail surface, and have metal railing on the sides. The width between the railings on the boardwalks and bridge will be 14’. A trailhead will be constructed where the new boardwalk will intersect Grant Avenue.
City Hall Segment
This segment will improve the existing trail beginning slightly south of the existing bridge over Fanno Creek south of Ash Avenue, near Universal Plaza, continuing east until intersecting Hall Boulevard. Due to sensitive environmental areas, this trail segment consists of a combination of re-paving, sliver widenings, and full widening. From the starting point near Ash Avenue east to near City Hall, the trail will be widened where necessary to achieve an 8’ wide trail. From the area near City Hall east to Hall Boulevard, the trail will be widened to 12’. Graveled shoulders will be provided where space allows. A trailhead will be constructed where the trail intersects Hall Boulevard. All portions of this trail segment will get re-paved with asphalt for a smooth trail surface upon completion.


Library Segment
Starting just east of the Tigard Library’s book drop loop, the trail will cross Fanno Creek with a combination of boardwalks and a bridge. The boardwalks and bridge will be supported by steel pile foundations, have a concrete trail surface, and have metal railing on the sides. The width between the railings on the boardwalks and bridge will be 14’. East of here, the remainder of the trail will be “on-grade” and will be paved 12’ wide with asphalt and have varying widths of graveled and topsoiled shoulders. Two rest areas will be constructed between the Tigard Library and Milton Court, and a trailhead will be constructed where the trail will intersect Milton Court.

Durham Segment
South of the cul-de-sac at the southern end of SW 85th Avenue there is currently a trail that heads down the hill and then turns west towards the ball fields in Cook Park. Starting at the turn at the bottom of the hill, this trail segment will head directly south until intersecting the existing trail just west of the undercrossing of the railroad tracks that leads to Durham City Park to the north and the Ki-a-Kuts Bridge over the Tualatin River to the south. This trail segment will consist of a combination of 12’ paved asphalt portions with 2’ wide graveled shoulders where “on-grade” along with a portion that will be on boardwalk. The boardwalk will be supported by spread footing foundations, have a concrete trail surface, and have metal railing on the sides. The width between the railings on the boardwalk will be 14’. A rest area will be constructed mid-way through the segment, along with a new trailhead adjacent to the railroad undercrossing.
