Project Overview

Project 1: Culvert Replacement

Replace aged and undersized culvert pipes at the low point of the roadway near the Cypress Crest Apartment Complex. Construction is expected to happen January 2021 to February 2021. Work will include:

• Installation of drainage culverts and piping under the road.
• A road closure at culvert crossing and a detour route will be in place to direct traffic.
• Temporary, modified access for the Cypress Crest Apartments will be provided during construction. Access will be available throughout the whole project.

Project 2: Sidewalk Infill

Safety improvements include gap-filling sidewalks on the east side of SW Frewing Street between Pacific Hwy (99W) and SW Ash Avenue. Work will include:

• Continuous curb and sidewalks, accessible ramps, and driveway improvements.
• New drainage pipe, minor asphalt paving, signage installation, and striping.
• No road closure.

The culvert replacement project is funded through existing stormwater fees paid by Tigard residents in their monthly utility bills. The sidewalk project is primarily funded by a Washington County Community Development Block Grant (CDBG).
