The Main Street Project is a multi-year effort to completely redesign and construct the full length of Main Street in Downtown Tigard.

Project Overview

Construction will begin this Fall 2021 to update the northern section of Main Street easier and safer for bikes, pedestrians and cars. The street and sidewalk improvements are part of the Main Street Green Street Phase 2 project, a continuation of the 2014 project that rebuilt the southern half of Main Street in Downtown Tigard.

Phase 2 improvements include northern half of Main Street, from the railroad tracks to Scoffins Street. Once complete, Main Street will be a walkable, accessible and vibrant downtown.

What is Planned?

Pedestrian and environmentally friendly improvements to Main Street include:

• New street lighting
• Improved sidewalks
• Safer pedestrian crossings
• American with Disabilities Act (ADA) compliant features
• Stormwater planters
• Street trees; landscaping
• Improved parking
• Improved bus stops with greater visibility, larger shelters and dedicated loading zones
• Safer access to downtown businesses

In addition, aging water lines along Main Street will be replaced.



What Does This Mean for the Downtown?

During construction, there will be traffic delays and detours, limited parking and interrupted pedestrian access. Construction is expected to last twelve
months. The city is committed to minimizing impacts and supporting downtown businesses, employees, customers and residents during construction.

This commitment includes:
• Maintaining access to businesses throughout the project.
• Clearly designating parking locations.
• Providing signage to help pedestrians and cars navigate through the downtown.
• Supporting local businesses through an “Open for Business” campaign.
• Updating downtown businesses about the construction stages and impacts.
• Ensuring compliance with COVID-19 regulations for the construction crew.
• Preserving adequate social distance space on sidewalks and crosswalks during construction.

    The design for Main Street Green Street Phase 2 is complete. The City is on track to select a contractor in last summer, with a fall 2021 construction start date. After a contractor is on board, we will have more details about the construction schedule and specific impacts to the downtown. Construction impacts are anticipated to include traffic delays and detours, limited parking and interrupted pedestrian access. As required by City policy, there will be no construction between Thanksgiving and New Year’s Day. Efforts will be made to work with property owners and businesses on Main Street to reduce impacts for customers, employees and deliveries. An Open for Business campaign is being developed to support downtown businesses during the construction of Main Street Green Street Phase 2.     Where are we now?

    Design to date has focused on coordination with the railroads and TriMet on the location of bus stops and improvements in and around rail crossings.

    The improvements for Main Street are intended to be pedestrian and environmentally friendly and consistent with street design on the south end of Main Street. Design elements will include:

    • Angled parking – the number of parking spaces will likely stay the same
    • Bus stops with greater visibility, larger shelters and dedicated loading zones
    • Safer access to downtown businesses

    Construction is planned for 2021. The specific details are not yet known, but will likely include traffic delays and detours, limited parking and interrupted pedestrian access. Efforts will be made to work with property owners and businesses on Main Street to reduce impacts for customers, employees and deliveries.

    The City understands downtown businesses have been impacted by COVID-19, and construction on Main Street will raise additional questions and concerns about the impact on business operations and economic security. The City of Tigard is committed to supporting businesses and employees and has multiple programs to provide assistance including Shop Tigard! and COVID Business Support. These programs and others will continue to support downtown businesses during the construction of Main Street Green Street Phase 2.

    Phase 2 of the Main Street Project is now underway. Phase 1 was completed in 2014.

    The design for Main Street will be based on concept plans as approved in the Downtown Streetscape Plan. Community members will have the opportunity to weigh in in each phase of the planning process.

    Recap of Phase I

    This project retrofitted the southern half of Main Street, from Pacific Highway/99W to the railroad corridor. The finished product was designed to improve vehicular, bicycle, and pedestrian circulation to encourage people to enter the Downtown area, supporting local businesses, and discourage Hwy 99W traffic from using Main Street as a high traffic bypass. It also incorporated “Green Street” treatments such as stormwater planter boxes to capture and treat stormwater runoff.
