The City of Tigard is home to people of all ages and incomes and is working hard to meet the housing needs of all its residents. This project will help keep seniors in our community who are facing rising rents and increased living costs.

Project
The proposed project is located on a site owned by the City of Tigard at 8815 SW O’Mara Street alongside the Tigard Senior Center and Meals on Wheels, and close to the Fanno Creek Trail, Tigard Public Library, Downtown Tigard and several bus lines. The project is anticipated to be a four-story building with 50-60 one-bedroom units, and would house seniors 62 and older, including seniors getting by on Supplemental Security Income or Social Security Disability (often less than $16,000 per year). Additionally, the project will prioritize housing for veterans and seniors with disabilities.

Funding
In September 2020, Washington County awarded $6,270,000 in METRO Housing Bond funds to the Senior Housing Alongside the Senior Center project. Project Based Vouchers were also awarded assuring that 23 units' tenants pay no more than 30% of their income in rent. This is incredible news and means that Northwest Housing Alternatives (NHA) can proceed with the design of this project in cooperation with the community.

In September 2021, the project was awarded $250,000 in Metro Transit Oriented Development (TOD) grant funds to Senior Housing Alongside the Tigard Senior Center. Metro’s TOD program strategically invests to help more people live, work and shop in neighborhoods served by high-quality transit. The program provides funding to stimulate private development of higher-density, affordable and mixed-use projects near transit.

Also in September 2021, the project was awarded $83,820 in solar incentive funds from the Energy Trust’s Solar program to install a 55.88 kW solar electric system.

Housing Partner
Northwest Housing Alternatives (NHA) will develop the project. A non-profit affordable housing developer, NHA currently operates 16 affordable senior housing properties serving more than 900 seniors around the state of Oregon. Each NHA property is designed to help families and older adults lead healthy and stable lives.


Land Use Application

In September 2021, the City of Tigard notified NHA that the land use application for Senior Housing Alongside the Tigard Senior Center had been approved subject to certain conditions of approval. This decision has been appealed and a Public Hearing will take place in December.

PROPOSED DEVELOPMENT: The applicant requests Downtown Development Review for the Tigard Senior Affordable Housing apartments proposed at 8815 SW Omara Street adjacent to the existing Senior Center. The proposed design is a four-story wood construction building with 58 one-bedroom units for seniors who are 62 years old and over. The building will sit on a sloped site and a portion of the building will step down towards Fanno Creek to the north. The main entry, located at the south portion of the ground floor, will align with the entry of the Senior Center. The building will be comprised of community rooms and other amenities while more units are provided in the north wing of the building. Requested Adjustments include: 1. Front maximum setback, 2. Minimum 50% frontage, 3. Parking Location, 4. Parking Screening, 5. Minimum Parking Requirement, 6. Roof Forms, 7. Open Space, 8. Minimum Access Requirements.
