Urban Agriculture is the first phase of the Tigard HOME (Housing, Opportunity, Mobility, and Ease) project, which aims to promote complete neighborhoods: where a variety of housing, economic, social, and entertainment options are all within reach without requiring travel by car.

What is urban agriculture?

The term "urban agriculture" typically covers everything from growing berries to keeping bees to raising cows in an urban or suburban environment. For the sake of this project, it's about allowing neighborhood-level agricultural activity at a scale appropriate for Tigard while mitigating potential impacts.

Why now?

The City is addressing urban agriculture now in response to significant feedback received from the community. Many community members have written and called in requesting either more or fewer regulations surrounding urban agriculture in Tigard. On November 1, following significant public outreach, the City Council passed an Ordinance that provides new regulations governing urban livestock in the City.
