The City of Tigard will design and construct a new water reservoir. This will ensure enough healthy, safe water to:

  • Keep pace with the city’s growth
  • Meet peak demand periods
  • Navigate emergencies and natural disasters

This project includes three major pieces:

  • A fully-buried 4.5-million gallon concrete drinking water reservoir at Sunrise Park – this is referred to as Reservoir 18
  • A new pump station at Water Site 13 to deliver drinking water to the new reservoir – this is referred to as Pump Station 13, and
  • Installation of distribution piping upgrades along two routes within the surrounding neighborhoods – these are referred to as the East and West Piping Upgrades

The main work areas are as follows:

  • Reservoir 18 work will take place at Sunrise Park (15005 SW Sunrise Lane)
  • Pump Station 13 work will take place at Water Site 13 at the southern end of SW 154th Ave.
  • West Piping Upgrades will take place in SW Snapdragon Ln, SW Uplands Dr, SW Rockrose Ln, and SW Yarrow Way.
  • East Piping Upgrades will take place in SW Wintergreen St, SW 153d Terr, SW Roundtree Dr, SW Menlor Ln, SW Fern St, and SW 135th Ave.

What’s Happening Now:

  • Construction is underway and is estimated to be complete by June 2025.
    • Reservoir 18: Tank construction has begun, and limited park access has been restored. A walking trail and observation deck are available on the eastern edge of Sunrise Park. In order to ensure public safety, the park will be closed again during the final backfill phase as early as fall 2024 to June 2025 at the latest.
    • Pump Station 13: Construction began in June 2023 and is expected to be complete by December 2024.
    • West Piping Upgrades: Construction is complete with temporary surface restoration in place. Final restoration is tentatively planned for early March 2024, weather permitting.
    • East Piping Upgrades: Construction began in January 2024.
      • In the area of SW 135th Ave: Work began on January 8, 2024 in the area of SW 135th Ave and SW Walnut St. It is estimated that SW 135th Ave between SW Walnut St and SW Fern St will be closed (local traffic only) through the end of February 2024.
      • In the area of SW 154th Ave: Work began on January 22, 2024 in the area of SW 154th Ave and SW Wintergreen St. SW Wintergreen St between SW 154th Ave and SW 153rd Terrace and all of SW 153rd Terrace is now open. SW Roundtree Dr between SW 154th Ave and SW Brianne Way will be closed (local traffic only) through the end of February 2024.
  • Expect increased traffic on SW 150th Ave, SW 154th Ave, and SW Sunrise Lane as equipment is delivered and construction activities begin. During Piping Upgrade construction, expect intermittent traffic interruptions and detour routes from the above mentioned streets.

    Construction will be starting this spring! The city has hired the contractor Emery & Sons Construction to complete the reservoir and pump station project.

    What can you expect during construction?

    • Work hours on Monday through Friday
    • Construction staging inside Sunrise Park
    • Door hangers on neighbors’ doors prior to construction from Emery & Sons
    • Noise, vibration, and dust in the work area

    The Community Advisory Committee met for the second time to take a tour of the Sunrise Park site, learn about the location of the reservoir and proposed future connection trails, and imagine what the future viewing area at the southern end of the park could look like.

    The committee also talked about the summary results of the online survey. During the summer, the city invited community members to give feedback about the near-term park amenities they’d like to see along with the construction of the reservoir. The committee observed that the survey takers, like themselves, also value the natural feeling of Sunrise Park and want to preserve it.

    The committee will next meet in winter 2023 to see the nearly-final design plans and comment on the types and locations of near-term park amenities.

    Tigard Public Works is excited to announce a major milestone for the new Reservoir 18 and Pump Station project. After a detailed review, the technical project team has selected Sunrise Park as the best location for reservoir construction.

    The new reservoir will ensure enough healthy, safe water to:

    • Keep pace with the city’s growth
    • Meet peak demand periods
    • Navigate emergencies and natural disasters


    Comparative Analysis

    We considered both Sunrise Park and the Cach Water Site for construction. The city owns both sites and both are at elevations suitable for constructing the reservoir.

    The project team conducted a comparative site analysis of the two sites. The analysis looked at several main site selection factors including Permitting and Project Risks, Cost and Constructability, Outside Impacts, and Operations and Resiliency. The team then broke down these main categories further into weighted criteria to compare the two sites.

    The team preferred the the Sunrise Park site based on the following key considerations:

    • Favorable constructability – for staging area, stockpiling and hauling, and less reservoir foundation work.
    • Lower construction cost
    • Less constrained site – allowing flexibility of maintenance and future facilities.
    • Additional flexibility – relative to sizing a larger reservoir at the site or possibly raising the overflow elevation of the proposed reservoir to reduce earthwork costs.
    • Easier permitting process – there are no wetlands at this site
    • Reduced construction impacts to the neighborhood – especially heavy truck traffic along portions of Sunrise Lane.


    About Sunrise Park

    The Sunrise Park property is located on Bull Mountain at the northeast corner of SW 150th Avenue and Sunrise Lane. The City of Tigard purchased the 19.43-acre site in May 2011 with funds from the Parks Bond Program. Three dominant traits of the site include an open meadow surrounded by dense forest, steep slopes, and spectacular views to the north and west. Through a design process and public outreach in 2013, the city decided that the site is best suited to small group activity and passive recreation.

    The Water Reservoir project will support an engagement process for Tigard Parks & Recreation to refine specific ways the Reservoir can enhance Sunrise Park. As an added benefit, the Reservoir Project will be able to leave the site in a condition that allow for beneficial future park features. This could include some additional site grading to allow for future trails or viewing areas for the surrounding natural areas.Elizabeth Price Park

    This is not the first time the city will co-locate water and park infrastructure. Elizabeth Price Park (13001 SW Bull Mountain Road) is built atop an underground reservoir. Among the park's unique features is a winding interpretive trail that leads park-goers to a viewpoint and compass inlaid in concrete.


    Next Steps

    In order to meet the City’s stated timeline/schedule for the project, we’ve already begun geotechnical explorations of the reservoir site, including drilling and geophysical surveys. Next, we will do a site survey, arborist evaluation, and initial permitting work to support the design process.

    Although this is primarily a reservoir and pump station project, the project aims to leave the selected site in a condition that will be beneficial for future park features. This could include some additional site grading to allow for future trails or viewing areas for the surrounding natural areas. The CAC will meet up to five times for up to two hours each—virtually and/or in person depending on evolving heath guidelines—over the course of this year to discuss project goals and the nature and location of potential park features.     The city’s design engineer (Murraysmith) and their subcontractors will be performing various site visits to support the site selection technical decision-making process. Work will include initial surveying work and geotechnical borings to collect information at both the Cach Water and Sunrise Park sites to better determine which site could best support the building of a new water reservoir. The subcontractors will be working at both sites intermittently during the month of December 2021.

    What the contractor will be doing:

    • Using survey equipment to stake the approximate center of the reservoir if it were to be located at each site.
    • Drilling geotechnical borings at each site.

    What you can expect:

    • Work between the hours of 8 a.m. – 5 p.m.
    • Survey personnel, geotechnical personnel, and equipment onsite.
    • Contractor vehicles parked along the eastern boundary of the Cach Water Site and the southern boundary of Sunrise Park.

    FOR IMMEDIATE RELEASE | December 8, 2021

    On December 7, 2021 Tigard City Council, acting as the Local Contract Review Board, awarded $2,153,678 to Emery & Sons Construction Group for construction of the Reservoir 18 and Pump Station Project.

    “Tigard must plan and construct capital improvements to serve our growing community,” said Rob Murchison, Assistant Public Works Director. “This undertaking will add critical components to our complex water delivery system, which allows the city's professionals to deliver clean drinking water from the River Intake Facility located on the Clackamas River to the homes and businesses throughout the Tigard Water Service Area.”

    This project will include design and construction of a new water reservoir, associated new waterlines, and replacement of a temporary pump station. This project supports the city’s goal to “fund the vision while maintaining core services” as it will ensure delivery of healthy, safe water to keep pace with the city’s growth, meet peak demand periods, and navigate emergencies and natural disasters.

    The city plans to design and construct the new reservoir at one of two sites in western Tigard. The two sites being considered for construction are Sunrise Park, north of the intersection of SW 150th Avenue and SW Sunrise Lane, and the Cach Water Site, located on the west side of the 15100 block of SW Sunrise Lane. These sites are each currently owned by the city and are at elevations suitable for construction of a new reservoir.

    This project will be designed and constructed in two phases using the progressive design-build delivery method: Phase 1: Preconstruction Phase and Phase 2: Construction Phase. This progressive design-build process allows the city and design-builder team to progress through final design and collaboratively agree on the guaranteed maximum price for Phase 2 construction services.

    Construction is scheduled to begin in spring 2022 and last through spring 2024.

    Costs for this project are split between the Water Fund (52%) and Water System Development Charges Fund (48%).

  • Neighborhood Notice: Onsite Wetlands Review

    Beginning the week of May 24, the City of Tigard's contractor (Pacific Habitat Services) will be onsite to conduct an environmental review. This work is part of a project to build a new water reservoir on the west side of Bull Mountain.

    What you can expect through June 4, 2021

    • Contractors visiting the area during daylight hours.
    • Vehicles parked along Sunrise Lane.


    What the contractors will be doing:

    • Confirming the location and size of wetlands onsite.
      • Contractors will collect data and leave flagging to delineate the boundary of two suspected wetland areas.
      • A map of the boundary and data collected will be submitted in a Report to the Oregon Department of State Lands and the US Army Corps of Engineers to confirm whether or not they will regulate the wetland areas.
    • The timeline for this data collection is approximately one week but the review by agencies could take several months.
    • This work will inform the project schedule and provide a better understanding of which agencies and permitting requirements will apply to siting of the reservoir.

    • The city will hire a design-build team to construct a reservoir and pump station.
    • Technical analysis will determine the ultimate location of the reservoir, either at Cach Water site or Sunrise Park.
    • Construction is expected to begin in the winter 2023.

    Learn more about about planning for our water future

    The purpose of the 2020 Water System Master Plan is to improve the level of service to customers by reviewing performance criteria, resiliency and reliability, and prioritizing needs identified within the 20-year planning period. The water system master plan:

    • Summarizes components of the existing water distribution system;
    • Analyzes water demand patterns within the service area;
    • Evaluates the performance of the water system with respect to critical service standards; and
    • Identifies and prioritizes the improvements necessary to remedy system deficiencies and accommodate future growth.

    Based on this analysis, the 2020 Water System Master Plan provides recommendations for specific projects for inclusion in the water utility Capital Improvement Program (CIP). These projects ensure that the water system continues to provide safe and reliable service to the Tigard Water Service Area.
